Matt Cutts, Google's head of
search spam announced it on Twitter: Penguin
2.1 launching today. Affects ~1% of searches to a noticeable degree but I think
this updates big effect on site and I think Google is not working well on Penguin
because non spaming site also effect by Google Penguin 2.1 . More
